Changes to licensed vehicle tester requirements

All taxis and hire cars no longer have to be inspected by a Licensed Taxi Tester. Vehicles can now be inspected by any Licensed Vehicle Tester within Victoria.


As advised earlier this year, the Taxi Services Commission (TSC) has discontinued Vehicle Standards Information 31 (VSI 31) and the Licensed Taxi Tester (LTTs) scheme. 

Taxi and hire car vehicle inspections, including wheelchair accessible taxis (WATs) will now align with the inspection requirements of private vehicles. A detailed description of what is inspected is set out in the VicRoads publication Vehicle Standards Information 26 (VSI26 Roadworthiness requirements).

In the case of wheelchair accessible taxis (WATs), these vehicles must also comply with the Specifications for Wheelchair Accessible Taxis published in the Government gazette on 29 July 2016.

In addition, for WATs (or any other taxi with more than 9 seats), the bus standards will also apply for inspection purposes.

Roadworthy inspections for WATs

You will need to find a Licensed Vehicle Tester (LVT) accredited to inspect buses. You can search for LVTs in your area on the VicRoads website here. Click on the pins to identify what types of vehicle inspections each tester is accredited to provide.

VicRoads is currently working to expand the network of testers accredited to inspect buses.

Note:  LVTs must be specifically accredited to inspect vehicles that operate on LPG.

Conventional vehicle inspections and taxi equipment

Light vehicle standards now apply to conventional taxis.

Equipment including the roof sign, fare calculation device (taximeter), security camera (if applicable) and livery items are required to be fitted under the Transport (Taxi-Cabs, Buses and Other Commercial Passenger Vehicles) (Taxi-Cab Industry Accreditation and Other Matters) Regulations 2017.

These regulations effectively exempt these pieces of equipment for the purposes of the roadworthy inspection, including a traditional taxi dome light.

From time to time, taxi operators may request to install non-standard fittings onto taxis.  For example, a roof top advertising display unit. Any fittings not specified in the Transport Regulations 2017 need to be assessed by an engineer who is a signatory to the Vehicle Assessment Signatory Scheme (VASS). The assessment would typically confirm the suitability of the unit from a safety and compliance perspective.  An LVT may require evidence of compliance for any non-standard fitting.

We suggest any operators who fit non-standard fittings to their vehicle should request proof it has been assessed and approved by a VASS engineer and retain this evidence if required by an LVT during inspection.

Note: Back-lit advertising is not allowed.

Windscreen inspection labels

The windscreen inspection label previously issued to indicate the vehicle has passed inspection is no longer issued.

Operators must ensure that their taxi/s have a roadworthy inspection every 12 months by an LVT.  The certificate of roadworthiness issued must be retained within the taxi as evidence of the inspection.  An electronic copy of a roadworthy certificate stored on an electronic device is acceptable.
